Those of us who aren't scholars of the English philosopher Thomas Hobbes first heard this Latin phrase back in March, when Governor Jerry Brown mused on the ramifications of another year of Sacramento stalemate.

Now, there are some signs that Brown's ultimate prophecy -- a 2012 political "war of all against all," as the phrase means translated into English -- could be coming true.

This week's Capital Notes Podcast features a pondering discussion on the collision of state budget dilemmas with potential November ballot initiatives that could cause the political left and right to muster arms for a huge fight.
