How it works

The top-two system made its debut in 2012  after voters approved Proposition 14 two years earlier. But this is the first primary where the new rules take effect in statewide races.

The basic gist: you can vote for any candidate in a particular race regardless of political party affiliation. That’s because every candidate from every party is lumped together in one big political crock pot (yes, that’s crock, not crack).
