Profile: Lucien Wulsin is the founder and executive director of Insure the Uninsured Project. ITUP was founded in 1996 and works closely with small employers, local unions, advocates, counties, community clinics, and local health plans on innovative state, regional and local efforts to cover California’s 6.5 million uninsured. ITUP is located in Los Angeles and funded with grants from the California Wellness Foundation, Blue Shield Foundation of California and the California Endowment. Mr. Wulsin is the author of a book and numerous reports describing opportunities and recommendations to develop affordable health coverage for all uninsured Californians. From 1984 to 1992 he served as chief consultant to the Special Committee on MediCal Oversight of the California Assembly, where he worked closely with Assemblyman Burt Margolin on successful reforms in purchasing health insurance for small employers, funding for the uninsured in trauma centers and county health systems, sanctions for the dumping of uninsured patients in hospital emergency rooms, better coverage for prenatal care and preventive services for children and pregnant women and the Los Angeles County health crisis. From 1979 to 1983 Mr. Wulsin worked at the National Health Law Program, litigating and teaching Medicaid and cost containment issues throughout the country. Mr. Wulsin is a member of the bar in California and Massachusetts, a graduate of the University of Virginia Law School and of Trinity College.
