For the past two days, I've been filling in as guest host of KQED's public affairs talk show, Forum. This morning, we spent our first hour discussing the budget impasse... on this, the first day of the new fiscal year where the budget is again missing in action.

And as Capitol watchers know, the stalemate could produce even bigger problems in a matter of weeks, as Controller John Chiang says the state may run out of cash this fall... and have a much harder time borrowing money on Wall Street than in budget standoffs of the past.
