		<description>Hmm. &lt;br/&gt;This seems like an issue that might be addressed by a creative government subsidy or the like.  American government must certainly see the need to feed it's own children properly, right?  Otherwise, why provide 'food' at all?   Is it a state issue or a national one?</description>
